Monitoring, Evidence, Accountability and Learning Officer

About the role

The Monitoring, Evidence, Accountability and Learning (MEAL) Officer will be based in Kharkiv and work under the technical guidance of the MEAL Coordinator. The role supports the implementation of NRC’s MEAL systems across the project cycle, contributing to tool development, data quality assurance, reporting and organisational learning.

Key responsibilities

• Provide technical support for MEAL plans and guidelines at the office level.
• Develop and adapt MEAL tools with implementing partners for timely, quality data collection.
• Deliver capacity‑building training to local partners on MEAL processes and tools.
• Ensure MEAL work plans are current and monitoring data are reported to systems such as GORS and ITT.
• Support field activities including assessments, registrations, distributions and post‑distribution monitoring.
• Design data‑collection methodologies, supervise enumerators, and manage data entry and analysis.
• Maintain accurate MEAL documentation, including monitoring reports, indicator profiles and toolkits.
• Collect, analyse and submit monitoring data, supporting outcome measurement and continuous improvement of MEAL systems.
