Country Director, Ukraine

About the role

The International Rescue Committee (IRC) is seeking a dynamic leader to serve as Country Director for Ukraine. Based in Kyiv, you will steer the organization’s humanitarian response, ensuring safety, program quality, and strategic impact across a complex and evolving environment.

Key responsibilities

• Provide overall leadership and management of IRC operations in Ukraine, overseeing resources, staff safety, security, and program accountability.
• Represent IRC to the Ukrainian government, donors, international bodies, NGOs, and the media as the principal spokesperson.
• Design and implement humanitarian and early‑recovery programmes, both directly and through partner organizations.
• Lead country staff in delivering the outcomes set out in the Strategy Action Plan, ensuring high‑quality, cost‑effective results.
• Develop partnerships, diversify funding sources, and manage risk in a volatile security context.
• Collaborate with regional and headquarters teams on quality assurance, business development, finance, operations, and external affairs.
• Participate actively in defining IRC’s public advocacy positions.

Required profile

• Proven senior leadership experience in humanitarian or development settings, preferably in insecure or conflict‑affected environments.
• Strong communication and interpersonal skills with a track record of building effective networks and partnerships.
• Demonstrated ability to manage complex programmes, resources, and security risks.
• Experience in strategy development and performance management.
• Willingness to travel frequently within Ukraine.
