Thematic Expert on Customs, Fiscal Policy, Taxation and Entrepreneurship

About the role

Thematic Expert on Customs, Fiscal Policy, Taxation and Entrepreneurship will support Ukraine's EU accession process by providing analytical, methodological and coordination assistance to the Government Office for Coordination of European and Euro‑Atlantic Integration (GOCEEI) and other beneficiary institutions.

Key responsibilities

• Support GOCEEI in planning, coordination and follow‑up of EU accession‑related activities across customs, fiscal policy, taxation and entrepreneurship.
• Contribute to the National Programme for the Adoption of the Acquis (NPAA) by preparing analytical inputs, monitoring implementation, and managing workflow for Tables of Concordance.
• Prepare benchmark assessment reports, national inputs for the European Commission’s Enlargement Package, roadmaps, negotiating positions and other strategic documents.
• Provide analytical and methodological support to Negotiating Working Groups and Expert Groups, including meeting preparation and follow‑up.
• Assist in legislative approximation by drafting and monitoring priority legislation and offering expert analysis.

Required profile

• Extensive experience in customs, fiscal policy, taxation, entrepreneurship and EU accession processes.
• Strong knowledge of the EU acquis and legislative approximation mechanisms.
• Proven ability to work with multiple stakeholders, coordinate complex programmes and produce high‑quality analytical outputs.
• Excellent written and verbal communication skills in English.
