Senior Programme Management Officer

About the role

The Senior Programme Management Officer will lead the design, implementation and evaluation of programmes within UNEP's Ecosystems Division, Disasters and Conflicts Branch in Kyiv. Reporting to the Head of the Branch, the role coordinates policy development, research, and field missions to strengthen environmental management in crisis‑affected contexts.

Key responsibilities

• Develop, implement and evaluate assigned programmes and projects, guiding sub‑teams through all phases.
• Ensure gender mainstreaming is integrated into all actions, assessing impacts on men and women.
• Direct research, programme evaluation and synthesize information from diverse sources.
• Coordinate policy development, assess trends, and shape strategic engagements to enhance UNEP’s influence on disaster risk reduction and ecosystem‑based approaches.
• Design and oversee surveys, analyse data, and prepare conclusions.
• Supervise preparation of written outputs such as background papers, analyses, and report sections.
• Provide substantive support for meetings and conferences, including agenda setting and document preparation.
• Manage outreach activities, design and deliver training workshops and seminars, including online platforms.
• Lead field missions and guide technical assistance delivery, advising external consultants and governments.
