Multi Core Competency Database Officer - Kharkiv

About the role

NRC Ukraine is looking for a Multi Core Competency Database Officer in Kharkiv. The role ensures the effective functioning, maintenance, adjustment and development of databases supporting several NRC Core Competencies, including Education, Protection from Violence and Shelter. It provides technical database management and reporting support to programme teams, using mainly Microsoft Excel, with Power Query and Power BI for data processing, analysis, reporting and visualization.

Key responsibilities

• Ensure adherence to NRC policies, tools, handbooks and guidelines.
• Manage and maintain programme databases and related data management tools across the Core Competencies.
• Provide technical support and capacity building to programme teams on data management, database use and data quality.
• Support accurate and timely programme, internal and donor reporting.
• Maintain and improve Education, Protection and Shelter databases, and develop similar tools for the Shelter programme.
• Clean, transform, validate and analyse data from multiple sources, and run regular data quality checks.
• Develop data collection, monitoring, tracking and reporting tools with programme and MEAL teams.
• Ensure secure storage, controlled access, backup and recovery of data in line with data protection requirements.
• Train programme staff on database use, data entry and data quality, and coordinate with Education, Protection, Shelter, MEAL and support teams.

Required profile

• Bachelor's degree in Information Technology, Computer Science, Statistics, Data Analysis, Economics or a related field; relevant work experience may substitute formal education.
• Experience in database management, data processing, analysis and reporting.
• Experience with humanitarian or development programmes, and with Education, Protection or Shelter databases, is an advantage.
• Working knowledge of English; strong English is an advantage.
• Ability to work independently and provide remote or in-person support to field teams, and to handle sensitive beneficiary data confidentially.

Required skills

• Advanced Microsoft Excel, including formulas, logical functions, pivot tables, structured tables, data validation and data cleaning.
• Power Query and Power BI (mandatory).
• Basic GIS knowledge, preferably QGIS.
• Digital data collection tools such as KOBO Toolbox or Microsoft Forms are an advantage.
