ICLA Database Officer – North-East Ukraine (Kharkiv)

About the role

NRC Ukraine is looking for a Database Officer for its ICLA (Information, Counselling and Legal Assistance) programme in Kharkiv. The programme provides legal aid to internally displaced and conflict-affected persons on legal identity, IDP registration, housing, land and property, employment law and access to essential services, and runs capacity-building work with stakeholders. The position is open to candidates who have the legal right to work in Ukraine; work permits or visa sponsorship are not provided.

Key responsibilities

• Maintain the ICLA database day to day, supervising data entry and data cleaning
• Provide technical guidance and training to ICLA field teams and partners
• Produce internal data reports (area and country office level) and external donor and cluster reports
• Support data collection and processing, and review and integrate partner data with the ICLA Project Manager
• Contribute to monitoring, evaluation and learning, and support the rollout of the Kobli legal case management module
• Promote data quality control, ensure database backups and archiving, and support unit staff such as administration, finance and logistics

Required profile

• University degree in information technology, computer science, statistics, social sciences or a related field, or proven experience in data management or reporting
• At least 1 year of relevant experience in a similar position
• Interest in humanitarian work, IDP contexts and legal aid programmes
• Ability to work in insecure environments and in complex, volatile contexts
• Fluency in written and spoken Ukrainian or Russian; English is an asset

Required skills

• Previous experience in data management and reporting
• Digital data collection tools such as KOBO Toolbox
• Advanced Microsoft Excel
• Data management systems, including CRM-based solutions
• Knowledge of MEL processes, data analysis and reporting is an asset
• Understanding of data protection rules and regulations
