National Consultant – SPR Technical Architecture & System Design

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to provide technical architecture and system design expertise for the State Statistics Service of Ukraine (SSSU) register‑based population model. The consultant will support the development of ICT systems for data processing, exchange, analysis and visualization, contributing to more accurate population statistics.

Key responsibilities

• Design and advise on the technical architecture of the population register system and related ICT components.
• Support the implementation of data‑exchange processes, including integration with the Trembita government data‑exchange system.
• Collaborate with SSSU and IOM teams to ensure alignment with UNECE, Eurostat and EU statistical standards.
• Provide technical guidance for the preparation of future national censuses and inclusion of internally displaced persons in estimates.

Required profile

• Advanced university degree in Computer Science, Information Systems, Data Engineering, Statistics, GIS, Demography or a related field.
• Minimum 8 years of professional experience in statistical information systems, population register systems or large‑scale administrative data platforms.

Required skills

• Hands‑on experience with the Trembita government data‑exchange system.
