Women Protection & Empowerment Program Manager

About the role

The International Rescue Committee is seeking a Women’s Protection and Empowerment (WPE) Program Manager to lead the design, implementation, and monitoring of gender‑based violence (GBV) response and prevention activities in Dnipro. This senior position will ensure survivor‑centered, feminist‑informed services that address the evolving needs of conflict‑affected women and girls.

Key responsibilities

• Conduct continuous protection context analysis, including displacement trends and conflict‑related risks.
• Lead GBV risk assessments, safety audits, and the development of Women and Girls Safe Spaces.
• Oversee GBV case management, psychosocial support, and integration of economic and social assistance.
• Build and strengthen partnerships with national and local GBV actors, women‑led NGOs, and humanitarian agencies.
• Develop tools and capacity‑building initiatives that empower women and girls to lead community‑based protection.
• Manage program budget, monitoring & evaluation, and high‑quality reporting to donors and internal stakeholders.

Required profile

• Proven expertise in GBV prevention and response, protection analysis, and multisectoral coordination.
• Strong command of written and spoken English and Ukrainian.
• Experience in strategic planning, team leadership, budget oversight, and donor reporting.
• Ability to work collaboratively with diverse partners and local stakeholders.
