Thematic Expert on Transport and Digitalization

About the role

Thematic Expert on Transport and Digitalization will support Ukraine’s EU accession process by providing analytical, methodological and coordination assistance to the Government Office for Coordination of European and Euro‑Atlantic Integration (GOCEEI) and other beneficiary institutions. Based in Kyiv, the expert will work within the Ukraine2EU programme to align national legislation and policies with the EU acquis across a wide range of transport and digital sectors.

Key responsibilities

• Assist GOCEEI in planning, coordinating and monitoring EU accession‑related activities in transport and digital policy areas.
• Support the National Programme for the Adoption of the Acquis (NPAA) through analytical inputs, monitoring implementation, and pre‑verification of measures in the Pulse of Accession system.
• Prepare benchmark assessment reports, national inputs for the European Commission’s Enlargement Package, roadmaps, negotiating positions and briefing materials.
• Provide methodological support to Negotiating Working Groups and Expert Groups, including meeting preparation, follow‑up and action tracking.
• Offer expert advice on legislative approximation, drafting priority legislation and analysing its impact on EU accession criteria.

Required profile

• Proven experience in transport policy, digitalisation, or EU integration programmes.
• Strong knowledge of EU acquis related to electronic communications, radio spectrum, digital services, cybersecurity, artificial intelligence and transport systems.
• Excellent analytical and methodological skills with ability to produce high‑quality strategic documents.
• Experience working with government agencies or international development projects.
