Technical MHPSS Expert for Education Reform

About the role

The Ministry of Education and Science of Ukraine, supported by NORCAP, is seeking a Technical Mental Health and Psychosocial Support (MHPSS) Expert to lead the scientific and methodological work for Phases II and III of a national education reform focused on school‑based mental health services.

Key responsibilities

• Provide scientific, methodological and analytical support for the design, testing and evaluation of an innovative psychological services model in schools.
• Strengthen institutional capacity of the Ministry and partner organisations through technical guidance, training materials and practical tools.
• Collaborate closely with key stakeholders to ensure alignment of MHPSS interventions with national education policies.
• Produce evidence‑based recommendations, learning notes and documentation to support long‑term system change.

Required profile

• Advanced degree in public health, psychology, education or a related field.
• Proven experience in mental health and psychosocial support programmes, preferably within an education context.
• Demonstrated ability to work with government ministries and multi‑sectoral stakeholders.
• Strong analytical and research skills, with experience in monitoring and evaluation.
