Senior Adviser – Legal Reform (EUAM Kyiv)

About the role

The Senior Adviser on Legal Reform will support the EU Advisory Mission (EUAM) in Kyiv by providing strategic advice and hands‑on mentorship to Ukrainian counterparts. Working closely with the Ministry of Justice, parliamentary committees and other security sector institutions, the adviser will help shape and implement reforms that align with EU standards and international good‑governance principles.

Key responsibilities

• Operationalise the Mission mandate by advising and mentoring local counterparts at strategic and operational levels.
• Identify structural weaknesses in performance and accountability of institutions and propose concrete solutions.
• Provide analysis, legal opinions and recommendations on legislative drafting and legal reform.
• Maintain and develop relationships with key stakeholders, including the Verkhovna Rada and Ministry of Justice.
• Design and deliver training programmes for officials and civil‑society partners.
• Collaborate with other horizontal advisers to ensure coherent support across the civilian security sector.

Required profile

• Norwegian citizenship (mandatory).
• Extensive experience in legal reform, legislative drafting and advisory work within the public sector.
• Strong understanding of EU standards, human‑rights principles and good‑governance frameworks.
• Proven ability to work in complex, multi‑stakeholder environments and to build trust with local institutions.
