Protection Manager – Analysis and Reporting (Rule of Law)

About the role

The Protection Manager – Analysis and Reporting (Rule of Law) leads the design, implementation and quality assurance of protection monitoring, analysis and reporting activities for IRC Ukraine. Reporting to the Protection Coordinator, the role ensures that protection programming is driven by timely, evidence‑based analysis and supports program design, operational decisions, coordination and donor engagement.

Key responsibilities

• Oversee production of protection analysis and information products, ensuring alignment with the Protection Analytical Framework and organizational standards.
• Supervise the Protection Officer – Data Analysis and Protection Officer – Localization, and provide technical guidance to field staff and local partners.
• Design and implement protection monitoring tools and methodologies, managing both quantitative and qualitative data collection.
• Analyze protection data, translate findings into actionable recommendations, and produce regular monitoring reports and analysis updates.
• Collaborate with Advocacy, METAL, program teams and external partners to develop policy briefs and advocacy materials based on monitoring results.
• Represent IRC in Protection Cluster meetings, technical working groups and external stakeholder forums.
• Lead capacity‑strengthening initiatives for IRC and partner staff on protection monitoring and analysis.

Required profile

• Proven experience in protection monitoring, analysis and reporting within humanitarian or development contexts.
• Strong understanding of rule‑of‑law and protection principles.
• Demonstrated ability to supervise staff and provide technical guidance to partners.
• Excellent written and verbal communication skills in English.
• Experience working in Ukraine or similar conflict‑affected settings is an asset.
