External Consultant – Protection Needs Assessment (Ukraine)

About the role

Caritas Austria is seeking an external consultant to conduct a comprehensive protection needs assessment across five Ukrainian oblasts. The consultant will provide an independent, evidence‑based analysis of protection risks, humanitarian needs, service gaps and community capacities to guide the EU‑funded protection response.

Key responsibilities

• Assess the evolving protection environment, identifying current and emerging risks, threats, vulnerabilities and coping mechanisms.
• Analyse protection needs of diverse population groups, including newly displaced, protracted IDPs, returnees and host communities.
• Map service gaps and evaluate existing humanitarian interventions.
• Document community capacities and potential for scaling up protection activities.
• Produce a detailed report with actionable recommendations for adaptation and prioritisation of the protection response.

Required profile

• Advanced degree in humanitarian affairs, social sciences, law, or related field.
• Proven experience in protection assessments or humanitarian needs analysis in conflict‑affected settings.
• Strong understanding of protection and human rights frameworks.
• Excellent analytical and report‑writing skills in English.
