Chief Legal Expert – Consultant

About the role

The International Organization for Migration (IOM) seeks a Chief Legal Expert to provide consultancy support for Ukraine’s EU‑aligned migration and border governance reforms. Based in Kiev, the consultant will work closely with Ukrainian state agencies to harmonise national legislation with the EU acquis.

Key responsibilities

• Conduct legal analysis of migration‑related statutes and draft legislative proposals.
• Support the development of EU‑aligned migration policies, including single‑permit frameworks, EU Blue Card, family reunification, and long‑term residence schemes.
• Provide technical assistance to the State Migration Service, Ministry of Internal Affairs, State Border Guard Service and other relevant authorities.
• Facilitate inter‑agency cooperation and data‑governance alignment with EU standards.

Required profile

• Advanced degree in law with specialization in migration, asylum or EU law.
• Proven experience advising government bodies on legislative reform.
• Strong understanding of Ukrainian legal system and EU migration acquis.
• Fluent English; Ukrainian or Russian language skills are an advantage.
