Finance Manager

About the role

This position offers a unique opportunity to independently manage and adapt financial operations across Ukraine, Moldova and Poland, ensuring compliance with UNOPS financial rules and donor requirements while providing strategic oversight for critical projects.

Key responsibilities

• Lead budget formulation, monitoring and revisions across Ukraine, Moldova and Poland, ensuring alignment with UNOPS Financial Rules and donor agreements.
• Oversee the full cycle of project financial management, including accounting, internal SOP development and risk mitigation.
• Manage cash and treasury functions, prepare cash‑flow forecasts and maintain relationships with local banks.
• Ensure accuracy and compliance of commitments and payments, supervise accounts receivable/payable and control expenditure vouchers.
• Prepare and analyse monthly, quarterly and annual financial reports and dashboards for senior management and donors.
• Provide expert advice on cost‑recovery, financial policies and audit recommendations to project teams.

Required profile

• Proven experience as a senior finance professional, preferably within UN agencies or international development projects.
• Demonstrated ability to lead finance teams and manage multi‑country budgets under UNOPS FRRs and IPSAS standards.
• Strong analytical skills with experience in financial forecasting and variance analysis.

Required skills

• Proficiency with ERP financial systems.
• Budget planning, variance analysis and cash‑flow forecasting.
• Knowledge of IPSAS and UNOPS financial regulations.
• Audit support and implementation of internal control frameworks.
