Deputy Director, Humanitarian NGO Platform (Ukraine Nationals Only)

About the role

The Humanitarian NGO Platform in Ukraine, established in February 2023, brings together local, national and international NGOs in the humanitarian response. Its Secretariat includes a Director, a Deputy Director, a Policy and Advocacy Advisor and a Comms and Admin Officer, and is supported by a Steering Committee of five NGOs. The Deputy Director leads subnational coordination and engagement, based in Kyiv, Dnipro or Kharkiv, and supports the Director strategically.

Key responsibilities

• Lead engagement with NGOs operating in eastern Ukraine, facilitate coordination among regional representatives and Area Managers, and convene Area Manager Working Groups
• Monitor coordination needs across frontline areas to find gaps, duplication and opportunities for better collaboration
• Support NGO engagement with regional humanitarian coordination mechanisms such as HOCGs, keeping information flowing between them and members
• Support dialogue with local and regional authorities on humanitarian priorities, access and coordination, and represent the Platform in subnational forums when delegated
• Act as strategic deputy to the Director, supporting strategy implementation, working groups, briefings and analytical inputs, and maintaining situational awareness of humanitarian, political and operational developments
• Promote meaningful participation of national and local NGOs and discuss complementarity between INGOs and NNGOs
• Ensure compliance with donor and host agency (Save the Children) requirements and contribute to monitoring activities and budget implementation

Required profile

• Advanced university degree in international relations, political science, humanitarian studies, social sciences or a related field, or equivalent professional experience
• At least 7 years of experience in humanitarian response or coordination roles, including field-level engagement in complex emergencies
• Demonstrated experience facilitating coordination between multiple humanitarian actors and building relationships in complex stakeholder environments
• Fluency in English and Ukrainian; knowledge of Russian is an asset
