Policy, Advocacy and Communications Coordinator

About the role

The International Rescue Committee (IRC) Ukraine is seeking a strategic advisor to lead its Policy, Advocacy and Communications (PAC) efforts. Reporting to the Country Director and serving on the Senior Management Team, the Coordinator will shape and implement the PAC strategy across national, regional, and global levels.

Key responsibilities

• Design and implement the IRC Ukraine Policy, Advocacy and Communications Strategy in collaboration with the Country Director and MENAU Regional PAC Director.
• Advise and support colleagues on Ukraine‑related policy and advocacy initiatives targeting global capitals.
• Serve as a member of the Ukraine Senior Management Team to ensure a strategic approach to PAC and contribute to overall program direction.
• Produce high‑quality policy and advocacy materials, including briefing notes, position papers, and talking points.
• Supervise the Advocacy and Liaison Senior Manager and the Communications Manager.
• Coordinate closely with regional and global advocacy, policy, and communications colleagues to leverage opportunities.
• Elevate client voices, contribute to meaningful policy change, and ensure visibility of IRC’s work using programmatic evidence.

Required profile

• Solutions‑driven, passionate change‑maker with experience in humanitarian or non‑profit advocacy.
• Proven ability to work at senior leadership level and influence external stakeholders.
• Experience supervising staff and managing cross‑functional teams.
• Strong analytical and strategic thinking skills.
