Shelter & WASH Technical Officer – Shostka

About the role

NRC Ukraine is looking for a Shelter & WASH Technical Officer based in Shostka. Working under the Shelter & Settlement Project Coordinator, the officer provides technical support to program teams on essential services in urban and rural settings, including shelter first-line response, water supply, sanitation, hygiene, energy-related construction and infrastructure. The officer oversees the planning, design and supervision of shelter and settlement activities carried out by NRC, ensuring they follow NRC standards, national regulations and donor requirements.

Key responsibilities

• Ensure compliance with NRC policies, guidelines, standards and the Shelter & Settlement strategy, tools and handbooks
• Make sure shelter and settlement projects (NFI distribution, awareness sessions, community engagement, repair, rehabilitation and reconstruction) are delivered on time, within budget and in line with Ukrainian construction codes and legislation
• Control the quality of project activities and develop and maintain design and project documentation
• Provide technical support and capacity building to project staff, and assess, promote and document ideas for technical improvements
• Support protection risk and needs analyses and contribute to designing protection responses
• Carry out humanitarian needs and structural assessments of buildings and facilities, and prepare technical specifications, bills of quantities, cost estimates, structural drawings (CAD) and technical documentation
• Assess completed works and prepare recommendations for interim and final payment certificates
• Supervise construction works, support contractors, and promote community participation and involvement of local authorities
• Support municipalities and other public bodies on project design and engineering, and ensure timely distribution of materials and equipment
• Track data correctly, prepare periodic progress reports and assist the line manager with reports and other tasks

Required profile

• 3 years' experience as a civil engineer, with knowledge of BoQs, construction norms and standards, design development and technical requirements
• University degree in architecture or engineering (civil, structural, electro-mechanical, hydrogeology, environmental, energy or related)
• Previous experience in complex and volatile contexts
• Fluency in Ukrainian; pre-intermediate to intermediate English, written and spoken
• Willingness to work in demanding, stressful situations with frequent travel, while respecting basic security rules
