Regional Coordinator – Consultant

About the role

The Regional Coordinator – Consultant supports the Ukrainian Parliament Commissioner for Human Rights in Mykolaiv Oblast, working closely with the International Rescue Committee. The role safeguards human rights for internally displaced persons and other war‑affected groups by providing legal information, monitoring conditions, and facilitating referrals in line with humanitarian and protection principles.

Key responsibilities

• Conduct in‑person and mobile receptions for citizens and review their complaints.
• Perform monitoring visits to IDP accommodation sites, social protection institutions, healthcare facilities, and residential care institutions.
• Document human‑rights violations, identify trends, and develop strategies to improve service quality and restore rights.
• Prepare written briefs, analytical notes, and recommendations for state authorities and institutions.
• Coordinate interactions with local authorities, legal‑aid centers, shelters, health facilities, NGOs, and other stakeholders.
• Act as a focal point for safeguarding and human‑rights awareness, identifying risks and ensuring appropriate referrals.
• Contribute to evidence‑based analysis of protection risks, service mapping, and referral pathway improvement.

Required profile

• Strong commitment to human‑rights protection and humanitarian principles.
• Experience conducting field visits, monitoring, and documentation in conflict‑affected settings.
• Ability to produce clear analytical reports and recommendations for authorities.
• Proven coordination skills with government bodies, NGOs, and community groups.
• Excellent communication and outreach abilities, with sensitivity to vulnerable populations.
