Protection Senior Manager – Rule of Law

About the role

The International Rescue Committee is seeking a Protection Senior Manager (Rule of Law) to lead and support its protection teams across Ukraine. Reporting to the Protection Coordinator (Rule of Law), you will ensure high‑quality design, implementation and monitoring of protection programmes for IDPs and host communities in challenging environments.

Key responsibilities

• Oversee protection case management, legal advice, monitoring and system‑strengthening activities.
• Develop innovative service delivery models, including partnerships with national organisations and mobile approaches.
• Provide technical support for decentralized budgeting, MEAL plans, work plans and procurement planning.
• Participate in strategic planning, stakeholder engagement and proposal development.
• Mentor and build capacity of field teams and partner staff while ensuring adherence to IRC PRoL standards.

Required profile

• Significant experience in protection or rule‑of‑law programming in humanitarian contexts.
• Proven ability to manage multi‑disciplinary teams and oversee complex budgets and operational plans.
• Strong analytical skills to integrate research, data and evidence into programme design.
• Excellent communication and stakeholder‑engagement abilities.
• Fluency in English; knowledge of Ukrainian or Russian is an asset.
