Procurement Officer

About the role

The International Rescue Committee (IRC) is seeking a Procurement Officer to coordinate and implement procurement activities for its operations in Ukraine. The role focuses on acquiring goods and services in a transparent, value‑for‑money manner while complying with IRC and donor policies.

Key responsibilities

• Support program teams in preparing clear technical specifications and process approved purchase requests in the Integra ERP system.
• Manage RFQs/RFPs, convene tender committees, record proceedings and draft bid analyses for approval.
• Conduct transparent negotiations with suppliers, document outcomes and maintain audit‑ready procurement files.
• Draft and execute contracts and purchase orders using IRC templates, monitor supplier compliance and track master agreements.
• Maintain an up‑to‑date supplier database, perform due‑diligence checks including sanctions screening, conflicts of interest and site visits, and evaluate supplier performance with scorecards.
• Apply IRC procurement policies and donor regulations, identify and report red flags, and support corrective actions from audits.
• Keep procurement trackers current, reconcile data with finance and programs, and provide regular progress updates to the line manager.
• Identify personal training needs, share tools and best practices, and collaborate across programs, grants, finance and operations.

Required profile

• Experience in procurement or purchasing within an international or humanitarian context.
• Strong understanding of donor compliance, contract management and supplier due‑diligence.
• Ability to work independently, maintain accurate records and communicate effectively with internal and external stakeholders.

Required skills

• Proficiency with Integra ERP or similar procurement systems.
• Knowledge of RFQ/RFP processes, bid analysis and contract drafting.
• Familiarity with sanctions screening, conflict‑of‑interest checks and supplier performance monitoring.
