Procurement Manager

About the role

The Procurement Manager will lead all procurement activities for the EpiC Ukraine programme, ensuring processes are efficient, transparent and compliant with FHI 360, U.S. Government and Ukrainian regulations. This role works closely with programme staff and FHI 360 global teams to support timely delivery of goods and services.

Key responsibilities

• Lead end‑to‑end procurement cycles from requisition through delivery and payment.
• Maintain and update procurement procedures in line with the FHI 360 Operations Manual.
• Train, coach and manage the procurement team, setting clear objectives and monitoring performance.
• Deliver on‑the‑job training sessions for staff on procurement policies and procedures.
• Establish and manage both electronic and hard‑copy filing systems to meet financial and regulatory requirements.
• Review procurement packages for compliance before submission for approval.
• Assist non‑procurement staff with accurate requisition preparation.
• Determine source‑selection methods for complex procurements.
• Implement a procurement tracking system to monitor commitments and liabilities.
• Collaborate with programme teams to develop annual procurement plans and implementation strategies.
• Prepare pre‑ and post‑award documentation, including RFPs/RFQs, scopes of work, market research and negotiation memos.
• Manage Master Service Agreements in partnership with the FHI 360/Ukraine Platform team.
• Conduct regular spot audits of procurement files to ensure completeness.

Required profile

• Demonstrated experience leading procurement functions in a donor‑funded or non‑profit environment.
• Strong knowledge of FHI 360, U.S. Government and Ukrainian procurement regulations.
• Proven ability to develop and implement procurement policies, procedures and training programmes.
• Excellent organizational skills with a focus on documentation and compliance.
• Effective communication and collaborative skills to work with programme and global teams.
