Procurement Logistics Manager – Ukraine

About the role

The Norwegian Refugee Council (NRC) is seeking an experienced Procurement Manager to lead and strengthen procurement operations across Ukraine. This senior position combines strategic oversight with hands‑on coordination to ensure timely, transparent, and compliant delivery of goods and services in a complex humanitarian environment.

Key responsibilities

• Lead procurement processes for the country and area offices, ensuring adherence to NRC policies, SOPs, the Logistics Handbook and donor requirements.
• Manage, mentor and build capacity of the procurement team while supporting staff with procurement tasks across the operation.
• Coordinate international procurement, including suppliers, freight forwarders, transporters and customs agents to guarantee on‑time delivery.
• Oversee supplier due diligence, performance management, contracts and framework agreements.
• Conduct procurement planning, market analysis and supply‑chain reviews to support effective programming.
• Strengthen procurement controls, segregation of duties, anti‑corruption measures, documentation and audit trails.
• Monitor procurement performance through analysis, reporting and key performance indicators.
• Maintain coordination with programme, grants, logistics, risk and compliance teams and external coordination platforms.

Required profile

• Minimum 3 years of senior logistics, supply‑chain or procurement management experience, preferably in humanitarian or international contexts.
• Relevant university degree or professional qualification in logistics, supply‑chain management or a related field.
• Demonstrated leadership, team‑management and capacity‑building experience.
• Proven ability to work effectively in complex and volatile environments.
