Operations Manager – Ukraine

About the role

ZOA is seeking an Operations Manager to lead and strengthen the operational backbone of its Ukraine programme. Based in Kyiv, you will ensure that systems, processes, and teams enable effective and accountable delivery of humanitarian assistance across multiple locations.

Key responsibilities

• Lead the design, implementation and continuous improvement of operational systems and processes.
• Oversee coordination of finance, logistics, procurement and human resources functions to support cash‑for‑shelter and livelihood programmes.
• Ensure operational compliance with donor requirements and internal policies.
• Collaborate with field teams in Chernihiv, Kryvyi Rih, Mykolaiv and other sites to align operational activities with programme objectives.
• Manage relationships with partners, suppliers and service providers to maintain efficient service delivery.

Required profile

• Proven leadership experience in managing operations within a complex, multi‑site environment.
• Demonstrated ability to develop and maintain effective systems, processes and team structures.
• Experience working in humanitarian or international development contexts is preferred.
• Strong analytical and problem‑solving skills with a focus on accountability.
