Head of Intelligence Hub

About the role

Ukraine2EU is launching an Intelligence Hub to monitor and analyse public perceptions of Ukraine’s EU accession across Ukraine and the 27 EU Member States. The Head of Intelligence Hub will build and lead this unit, turning data into actionable insights for government, donors, civil society and media.

Key responsibilities

• Design and oversee surveys, media monitoring and analytics covering both domestic and European audiences.
• Translate quantitative and qualitative findings into clear policy recommendations and communication strategies.
• Engage directly with ministries, embassies, donors, NGOs and media to position the Hub as the primary knowledge partner.
• Manage a multidisciplinary team, ensuring timely, credible and impactful outputs.
• Provide strategic guidance to senior decision‑makers on narrative management and EU accession policy.

Required profile

• Ukrainian national with a strong analytical mindset and experience in evidence‑based research.
• Deep understanding of the EU accession debate, public perception dynamics and their political implications.
• Proven ability to lead diverse teams and navigate high‑profile stakeholder environments.
• Fluent in Ukrainian and English, with at least a master’s degree in sociology, political science or a related field.
