Head of Consortium for Ukraine

About the role

The Head of Consortium (HoC) leads the DOVIRA programme, coordinating multiple partner NGOs to deliver housing, mental health, water, hygiene and livelihood support to war‑affected communities across Ukraine. Reporting to the Country Director, the HoC ensures programme results are achieved within budget and timeframe.

Key responsibilities

• Provide strategic leadership and oversight of the consortium partners, managing the Deputy Head of Consortium and ensuring high‑quality programme implementation.
• Ensure compliance with donor (US Department of State) and PIN regulations, overseeing financial, contractual and operational procedures.
• Facilitate consortium governance, including steering committee coordination, development of management frameworks and terms of reference.
• Represent the consortium with donors, government authorities and external coordination mechanisms, acting as spokesperson when required.
• Drive quality assurance, monitoring and evaluation, and support capacity‑building activities for partners.

Required profile

• Proven senior leadership experience managing consortia or complex multisectoral programmes.
• Excellent networking, partnership‑building and representation skills.
• Strong knowledge of donor environments, strategic programme planning and external communications.
• Experience working with NGOs, donors and humanitarian coordination mechanisms in conflict settings.
• University degree in a relevant field; fluency in English; Ukrainian preferred.

• Ability to coordinate multi‑partner governance structures.
