Disaster Risk Management Delegate (m/f/d) – Ukraine

About the role

The Disaster Risk Management Delegate will support the German Red Cross in implementing disaster risk reduction and anticipatory action programmes across Ukraine. Working closely with national societies, the ICRC, IFRC and other partners, the delegate will help design and coordinate activities that mitigate the humanitarian impact of climate‑related events and armed conflict.

Key responsibilities

• Conduct and coordinate disaster risk assessments and vulnerability analyses in target regions.
• Develop and support the implementation of risk‑reduction plans, early warning systems and preparedness activities.
• Liaise with national Red Cross societies, governmental bodies and NGOs to ensure coherent programme delivery.
• Monitor programme performance, collect data and produce regular reports for donors and partners.
• Ensure all activities adhere to the Red Cross Fundamental Principles and relevant humanitarian standards.
• Facilitate capacity‑building workshops for local staff and volunteers on disaster risk management.

Required profile

• University degree in disaster management, humanitarian aid, environmental science or a related field.
• Proven experience in humanitarian programmes, preferably in conflict‑affected or climate‑vulnerable settings.
• Strong knowledge of the Ukrainian humanitarian context and local structures.
• Ability to work in a multilingual environment and collaborate with diverse stakeholders.
• Fluency in English; German or Ukrainian language skills are an advantage.
• Commitment to the Red Cross values of humanity, impartiality and neutrality.
