Director of Monitoring, Evaluation, Research & Learning – HIV, Ukraine

About the role

Corus International is seeking a senior leader to direct Monitoring, Evaluation, Research and Learning (MERL) for a large CDC‑funded HIV program in Ukraine. The Director will provide strategic oversight, ensure data quality, and guide adaptive management across a multi‑partner portfolio.

Key responsibilities

• Provide high‑level MERL leadership and advisory support to project teams and field staff.
• Coordinate implementation of a consortium‑wide MERL framework, harmonising methodologies, reporting standards and learning processes.
• Serve as the primary liaison between headquarters and field operations, handling escalations and ensuring compliance.
• Guide the use of centralized MERL systems and tools to capture project progress and impact.
• Contribute to business development by shaping MERL strategies, budgets and proposal inputs aligned with donor requirements.

Required profile

• Extensive experience in monitoring, evaluation, research and learning within international health programmes.
• Proven ability to manage complex, multi‑partner portfolios in challenging environments.
• Strong understanding of HIV testing, prevention and treatment interventions.
• Excellent communication and stakeholder‑engagement skills.
