Consortium Finance & Compliance Manager

About the role

The International Rescue Committee (IRC) is seeking a Finance & Compliance Manager for the Ukraine Life‑Saving Assistance Consortium (ULAC). Based in Kyiv, you will provide consolidated financial oversight, ensure fiduciary compliance, and support partner organisations throughout the finance cycle.

Key responsibilities

• Maintain a consolidated view of consortium budgets, expenditures, burn rates, forecasts and material variances.
• Coordinate regular financial performance reviews, analyse spending trends and flag absorption or value‑for‑money risks.
• Quality‑assure financial reporting inputs from partners and produce consolidated reports for UHF/OCHA.
• Monitor fund flows, disbursement status and ensure compliance with donor and IRC requirements.
• Develop and apply consortium‑wide compliance monitoring tools and track corrective actions.
• Ensure Ukrainian statutory, fiscal and tax obligations are reflected in budgets and reports.
• Act as the finance focal point for two partner organisations across the full finance cycle, from budget development to close‑out.

Required profile

• Strong experience in financial management, budgeting and forecasting within humanitarian or multi‑partner programmes.
• In‑depth knowledge of Ukrainian tax, payroll and fiscal legislation as it applies to donor‑funded projects.
• Proven ability to coordinate financial reporting and compliance across multiple organisations.
• Excellent analytical skills to identify financial risks and propose corrective actions.
