Comparative Study of Mobile Unit Models for Health System Transition

About the role

We are looking for an experienced consultant or consultancy team to lead a comparative study of Mobile Unit (MU) models operating in Ukraine. The study will examine the transition from humanitarian service delivery to sustainable, nationally owned health services.

Key responsibilities

• Analyse three MU models – fully MdM‑operated, mixed MdM‑MoH, and State‑operated – to assess strengths, limitations and enabling factors.
• Evaluate contributions to health‑system resilience, quality of care, continuity of services and access for hard‑to‑reach populations.
• Identify conditions required for successful transition and institutionalisation of outreach services.
• Produce evidence‑based findings and practical recommendations for health authorities, donors and other stakeholders.
• Facilitate dialogue with relevant partners to support sustainable outreach service delivery.

Required profile

• Proven experience in health‑system analysis, monitoring and evaluation, or humanitarian health programmes.
• Familiarity with mobile health service delivery and the Ukrainian health context is highly desirable.
• Strong analytical and report‑writing abilities.
