Thematic Expert – Regional Development & Financial Measures (Kyiv)

About the role

Thematic Expert on Regional Development, Coordination of Financial Measures Against Money Laundering and Protection of Financial Interests will support Ukraine's EU accession process. Based in Kyiv, the expert will work closely with the Government Office for Coordination of European and Euro‑Atlantic Integration (GOCEEI) and other beneficiary institutions, providing analytical, methodological and coordination support across several policy areas.

Key responsibilities

• Assist GOCEEI in planning, coordinating and monitoring EU accession‑related activities in regional development, AML/CFT, financial management and related fields.
• Contribute to the National Programme for the Adoption of the Acquis (NPAA), including analytical inputs, monitoring implementation, and pre‑verification of measures in the Pulse of Accession system.
• Prepare benchmark assessment reports, national inputs for the European Commission’s Enlargement Package, roadmaps, negotiating positions and briefing materials.
• Provide analytical and methodological support to Negotiating Working Groups and Expert Groups, ensuring follow‑up actions are tracked and reported.
• Support legislative approximation and the protection of EU financial interests through expert advice and coordination.

Required profile

• Extensive experience in EU accession processes, regional development policy, or financial regulatory frameworks.
• Strong analytical and methodological skills, with a proven ability to produce high‑quality strategic documents.
• Demonstrated experience coordinating multi‑stakeholder projects and working with government institutions.
• Excellent knowledge of AML/CFT standards, EU acquis implementation, and financial management best practices.
