Risk and Compliance Manager (National)

About the role

The Risk and Compliance Manager will strengthen risk management capacity across SCI Ukraine and its partner organisations, conduct risk assessments, and provide high‑quality advisory on compliance, fraud and data‑protection matters. The role involves regular travel to area offices and partners, and requires deep knowledge of Ukrainian legislation, SCI policies and donor regulations.

Key responsibilities

• Lead and coordinate risk‑management capacity building for SCI staff and partners, including training, awareness‑raising and development of custom capacity‑strengthening plans.
• Conduct risk assessments, develop risk registers and risk‑management plans, and support programme teams in integrating risk considerations into project design and implementation.
• Perform spot checks, monitor internal controls, and follow up on audit and investigation recommendations to ensure compliance with SCI standards and donor requirements.
• Provide expert advisory on Ukrainian legal changes, donor requirements and humanitarian standards, and produce risk‑related reports for senior management.
• Lead investigations into fraud and data‑protection incidents, coordinate with HR, safeguarding and other functions, and ensure implementation of corrective actions.

Required profile

• Demonstrated experience in risk management, compliance or related fields within humanitarian or development contexts.
• Strong knowledge of Ukrainian laws, regulations and donor compliance requirements.
• Willingness to travel regularly across Ukraine and work flexibly during emergencies.
• Ability to work cross‑functionally with internal teams and external partner organisations.
