Protection Legal Officer (Rule of Law)

About the role

The International Rescue Committee is seeking a Protection Legal Officer (Rule of Law) to provide legal information, counselling and assistance to conflict‑affected populations in Ukraine. Based in Kharkiv, the role combines work in community centres and mobile teams, collaborating closely with IRC protection staff and external legal partners.

Key responsibilities

• Create and disseminate legal information content tailored to the needs of displaced people.
• Work with IRC partners to implement legal information, counselling and assistance activities.
• Provide individual legal counselling at static and mobile service points.
• Deliver secondary legal aid in coordination with Free Legal Aid Centers for clients who cannot access free services.
• Identify and refer complex cases involving housing, land, property rights, IDP documentation and employment rights.
• Maintain and update the service map of legal actors and services across relevant oblasts.
• Ensure referrals are handled safely and in line with SOPs.
• Support advocacy efforts and contribute to legal context analysis to improve protection responses.

Required profile

• Legal professional with experience providing legal information, counselling and assistance to conflict‑affected populations.
• Ability to work both in community centres and mobile outreach teams.
• Familiarity with Ukrainian legal issues, especially housing, land/property rights, IDP documentation and employment law.
• Strong collaboration skills to work with IRC protection teams and external legal actors.
• Analytical mindset to contribute to legal context analysis and advocacy.
