MEAL Officer – ABA Consortium

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will support the ABA Consortium’s efforts to standardise MEAL processes across partners in Ukraine. Based in Mykolaiv, the role works under the Area Programme Manager and the ABA MEAL/AAP Specialist to ensure high‑quality data, reporting and accountability.

Key responsibilities

• Implement and harmonise standardised MEAL processes across the consortium.
• Conduct due‑diligence MEAL assessments of new partners, reviewing policies and systems.
• Develop and validate logframes, Indicator Performance Tracking Tables (IPTs) and MEAL plans aligned with donor requirements.
• Design, adapt and validate MEAL tools such as surveys, Post‑Distribution Monitoring (PAM), Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
• Review and approve narrative, final and PAM reports, ensuring consistency with MEAL plans.
• Support partners in IPT and activity information reporting, coordinate issue resolution and ensure compliance.
• Provide technical guidance and capacity‑building to sub‑grantees on MEAL systems and tools.

Required profile

• Experience in monitoring, evaluation, accountability and learning within humanitarian programmes.
• Strong understanding of donor reporting standards and MEAL best practices.
• Ability to work collaboratively with multiple partners and provide technical support.
• Excellent analytical and reporting skills.
