Logistics Officer – Procurement (Ukraine)

About the role

The Logistics Officer will support NRC’s procurement function in Ukraine, ensuring that all purchases comply with NRC policies, Ukrainian regulations and donor requirements. The role involves managing the full procurement cycle, from preparing tender documents to monitoring deliveries and supporting finance.

Key responsibilities

• Adhere to NRC policies, handbooks, guidelines and donor requirements.
• Implement the procurement portfolio according to the Plan of Action.
• Prepare status reports for the Procurement Coordinator and Manager.
• Maintain proper filing of all procurement support documents.
• Update ITB documents, publish tenders and organise tender committee meetings.
• Prepare RFQs, evaluate bids and draft technical/financial evaluation reports.
• Process purchase requisitions, issue purchase orders and ensure timely follow‑up with suppliers.
• Coordinate deliveries and support the Finance team with payment requests.
• Maintain and update the vendor database and procurement tracker.
• Conduct market surveys and vendor vetting using Lexis Nexis.
• Promote anti‑corruption, transparency and cost‑efficiency throughout procurement.

Required profile

• Previous experience as a procurement officer in humanitarian or recovery contexts.
• Experience working in complex and volatile environments.
• Bachelor’s degree in a relevant field.
• Strong knowledge of the situation in Ukraine.
• Fluent in English (written and verbal).
• Working knowledge of Ukrainian and Russian (written and verbal).

Required skills

• Proficiency with Office 365 and Microsoft Office (Excel, Word, PowerPoint, Outlook).
• Experience using procurement systems such as Agresso.
• Ability to conduct vendor vetting using Lexis Nexis.
• Strong document‑management skills.
