Logistics Officer – Procurement (Kyiv)

About the role

The Logistics Officer (Procurement) supports the day‑to‑day implementation of NRC’s logistic function, ensuring that all procurement activities comply with NRC policies, donor requirements and Ukrainian regulations. The role contributes to transparent, cost‑efficient purchasing while upholding NRC’s values of dedication, innovation, inclusion and accountability.

Key responsibilities

• Prepare and manage procurement documents, including ITBs, RFQs, bid evaluations, purchase orders and payment requests in line with NRC procedures.
• Maintain accurate filing and electronic archiving of all procurement records in Agresso and the contract management system.
• Update and monitor the vendor database, conduct market surveys and vet suppliers using NRC standards.
• Coordinate tender committee meetings, draft evaluation reports and follow up with suppliers to ensure timely delivery.
• Support program and support staff in generating purchase requisitions, conducting market analyses and providing price estimates.

Required profile

• Previous experience as a procurement officer in humanitarian or recovery contexts, preferably in complex or volatile environments.
• Bachelor’s degree in a relevant field and solid knowledge of the situation in Ukraine.
• Fluency in English (written and verbal) and working knowledge of Ukrainian and Russian.
• Ability to work in insecure settings, handle multi‑tasking, and adapt to irregular hours.

Required skills

• Proficiency with Office 365 and Microsoft Office suite (Excel, Word, PowerPoint, Outlook).
• Experience using procurement software such as Agresso and managing vendor databases.
• Competence in preparing and analysing procurement documentation and conducting market surveys.
