Human Rights Officer (TJO)

About the role

The Human Rights Officer (TJO) will be based in Kyiv and work within the UN Human Rights Monitoring Mission in Ukraine. The incumbent will monitor, document and analyse alleged violations of international human rights and humanitarian law, and contribute to thematic and public reporting.

Key responsibilities

• Conduct substantive monitoring of the implementation of human rights and international humanitarian law and follow up on recommendations from human rights mechanisms.
• Collect, document and analyse evidence‑based information on civil, cultural, economic, social and political rights.
• Carry out field verification missions, early‑warning assessments and fact‑finding investigations in accordance with UN methodology.
• Draft, review and disseminate human rights reports, briefings and other communications.
• Identify trends, patterns and early‑warning risks and support advocacy with authorities, civil society and UN partners.
• Travel regularly throughout Ukraine, including areas affected by hostilities, subject to United Nations security requirements.

Required profile

• Ability to travel regularly throughout Ukraine, including conflict‑affected areas.
• Willingness to work under United Nations security requirements.
• Capacity to interview victims, witnesses and other sources while applying gender, age and trauma‑sensitive approaches.

Required skills

• Familiarity with UN/OHCHR monitoring methodology.
• Knowledge of gender‑sensitive and trauma‑informed approaches.
• Understanding of victim and witness protection standards.
• Knowledge of international human rights law and international humanitarian law.
