Deputy Head of Consortium for Ukraine

About the role

The Deputy Head of Consortium (DHoC) supports the Head of Consortium in coordinating and overseeing the DOVIRA programme in Ukraine, ensuring high‑quality delivery, compliance with donor requirements and effective partnership integration.

Key responsibilities

• Facilitate coordination, communication and information sharing among consortium and implementing partners, ensuring activities follow the agreed work plan and partnership agreements.
• Oversee data management, monitor programme progress, conduct regular review meetings and field visits, and advise partners on adapting implementation based on monitoring findings.
• Lead the Consortium Project Management Unit, manage budget and finance meetings, ensure donor‑compliant reporting and consolidation of narrative and financial reports.
• Develop and supervise the Monitoring & Evaluation framework, collect learning, and produce lessons‑learned for programme improvement.

Required profile

• Proven experience managing complex, multisectoral programmes in conflict or humanitarian settings.
• Strong background in donor compliance, budget monitoring, partner agreements and consolidated reporting.
• University degree in a relevant field and familiarity with Ukraine’s conflict context.

What we offer

• Competitive salary on PIN’s scale (EUR 2,900‑3,300 per month).
• Monthly subsistence allowance of EUR 1,440 and hardship allowance of EUR 400.
