IFRC also adheres to strict child safeguarding principles.The Swedish Red Cross is part of the Red Cross/Red Crescent Movement, the world’s largest humanitarian network, and work in Ukraine as an Integrated Partner with IFRC.Following the escalation of the conflict in February 2022, the Swedish Red Cross (SRC) has established a presence in Ukraine and has created partnerships and operations with the Red Cross societies of Romania and Moldova.SRC’s team in Ukraine facilitates our bilateral partnership with the Ukrainian Red Cross Society (URCS) and works towards a closer collaboration with the ICRC, IFRC, and other Red Cross/Red Crescent Movement partners. The current country portfolio focuses on support to URCS’s national response plan, including the implementation of specific projects with the Sumy regional branch. In addition to emergency response, SRC is working in the thematic areas of Health and Home-Based Care, WaSH, MHPSS, Livelihoods, Construction/Reconstruction/Repairs, Branch and Volunteer development, Community Engagement and Accountability (CEA) and Protection, Gender and Inclusion (PGI).The Finance Assistant will be part of a dynamic team at the Swedish Red Cross, with the goal to further strengthen the support to URCS and the affected population in Ukraine.Job PurposeReporting to the Finance Manager, the Finance Assistant will:Ensure that the IFRC’s Maximum Financial Requirements are follow up.Assist and support the Finance Manager in the financial management of the Ukraine Delegation activities and operations.Under the supervision of the Finance Manager, the incumbent is responsible for providing high level support to the Ukraine Delegation Office on financial management issues to ensure efficient and effective running of day-to-day operations. He/she will assist in the implementation of Finance policies, procedures and systems and ensure compliance with IFRC procedures and guidelines.Job Duties And ResponsibilitiesProcessing, registration and verification of suppliers’ invoices, supporting documents, and payments in coordination with Finance team members, cooperation with other units to address discrepancies;Monitoring payment advances to suppliers and open/uninvoiced purchase orders status;Support with IFRC & URCS audit processes;Support with projects’ expenses verification processes;PNS’s per diem processing, registration and verification of supporting documentation;Conducting meetings with PNS staff on per diem request procedure;Registration of project invoice proposals for PNSs;Support with creating internal IFRC procedures policies;Performing VAT & nominal account reconciliation;Communication with Europe Regional Office in Budapest regarding registering new bank accounts for vendors;Creating credit notes for correction of transactions in ERP;Entering journals of transactions in the General Ledger in ERP system;Support with the month-end closure of the financial books in close collaboration with senior finance management, finalize timely submission of the monthly finance documents to the Regional Finance Unit in the required electronic filing format (IFRC Shared Folder);Maintain an online register of transactions and other documents submitted to Finance Department for processing;Management of Finance Folders and documents;Support with Assets and Inventory Management;Provide technical assistance across finance operations;Performing other duties assigned by Finance Manager.Job Duties And Responsibilities (continued)Duties applicable to all staffActively work towards the achievement of the Federation Secretariat’s goals Abide by and work in accordance with the Red Cross and Red Crescent principlesPerform any other work-related duties and responsibilities that may be assigned by the line managerEducationRequiredUniversity degree in Finance/ Accounting / Banking, and related fields.Relevant qualification in Accounting, Finance, Banking, Economics or Business Administration.Knowledge of Excel, Accounting software and Finance Administration experienceExperienceRequiredMinimum of 3 years’ experience in financial management/financial support/administrative support functions Knowledge of Finance and Accounting processesComputer literacy with significant knowledge/experience in MS ExcelExperience in writing narrative and financial reports, strong numerical skillsPreferredExperience in ERP functional platformsWork experience with an International Organization, international non-governmental organization, NGO and/or government development agencyKnowledge, Skills and LanguagesRequiredPractical knowledge of computers (Windows, spreadsheets, word processing, e-mail)Self-Motivated, proactive with good judgement and initiative Excellent interpersonal and written communication skillsAble to work in a team flexible and adaptable to changing working conditionsHigh degree of integrity, discretion, and personal conductAbility to prioritize, meet deadlines and work under pressureGood writing and speaking skills in English & UkrainianPreferredStrong written and verbal communication and inter-personal skills, including working with other cultures and nationalitiesCompetencies, Values and CommentsValues: Respect for diversity; Integrity; Professionalism; AccountabilityCore competencies: Communication; Collaboration and teamwork; Judgement and decision making; National society and customer relations; Creativity and innovation; Building trust Show more Show less
