National Programme Officer (MSDL)

About the role

The International Organization for Migration (IOM) is seeking a National Programme Officer to lead the Migration, Sustainable Development, & Livelihoods (MSDL) portfolio in Ukraine. Reporting to the Chief of Mission and the Head of Recovery & Development Programmes, the officer will coordinate activities with the government, donors, and international partners.

Key responsibilities

• Oversee and coordinate the MSDL portfolio, ensuring alignment with IOM strategic objectives.
• Strengthen synergies between migration, development, and livelihoods initiatives.
• Maintain regular liaison with government agencies, donors, and UN partners.
• Monitor project implementation, budgets, and reporting requirements.
• Provide technical advice on labour market dynamics and migration trends in Ukraine.

Required profile

• Master’s degree in Business Administration, Development Studies, Migration Studies or related field with at least five years of relevant experience, or a Bachelor’s degree with seven years of experience.
• Strong knowledge of the migration context and labour market in Ukraine.
• Proven experience in donor and government liaison, project management, and budget monitoring.
• Experience working with international organisations.
• Familiarity with Ukrainian labour market laws and policies.
